Implementation of Social Supervision With Regard to Assets, Income of Cards, Civil Servants and Public Employees: International Experience and Proposed Solutions to Vietnam

Abstract

Social supervision of assets and incomes of cadres, civil servants and public employees in the state apparatus is an important solution to clean, and streamline people's "public servants", building a real socialist rule of law state of the people, by the people and for the people. In the context of the whole Party and the entire people are drastically implementing the resolutions on building the Party and fighting against corruption, one of the top issues is how to carry out social supervision of the assets and income of officials, civil servants and public employees? This article is based on the analysis of the concept of social supervision of assets and incomes of civil servants and public employees, researching international experience on income control and control of holders of positions, powers in the state apparatus from which proposes a number of solutions applied in Vietnam in the current socialist-oriented market economy.
